The second chance thing is real - at least here in Texas. I've won at least 6 times ($100 - not the big money). Maybe the big prizes are rigged though. The way it works is around 100 winners are chosen each drawing (we have 5 total) and they get $100 and are entered into the big drawing. Then when that is drawn I believe only 5 are chosen. They can choose a cash prize (~$10k) or go to whatever event they do and compete for trips or $5-10M. I do, however, think it would be more dangerous for them to rig that part because those people will have to show up in person - not as a trust or anonymous.
Wife and I used to collect the losing tickets (with the 2nd chance options) people left on the machines or the "scratch areas" in gas stations and I would submit them. The lottery would send me an email telling me to watch for a check, and the letter would come a few days later with a check and a "congratulations" message.
