Ultimately, the federal government (Centers for Medicare & Medicaid Services) is driving this. It contracts with an organization called NCQA that has developed standards for care.
In order to get access to Medicare and/or Medicaid dollars, healthcare insurers and providers must undergo accreditation.
The providers are scored based on HEDIS measures. Insurers drive the physicians to meet the standards put out by the NCQA.
Vaccinations are included in the scoring. The greater the score, the greater the percentage of payout when the government pays the claims.
