The key word is MAINTAINING. It doesn't say 'decreasing the population to..' They have been LYING about population numbers BIG TIME. I looked into it, it's true. Start with China and the year they started the one child policy. Their pop numbers still increased each year dramatically .... impossible. Add to that, they've convinced everyone the earth is over-populated so fewer people are having babies. Also fewer people can have babies due to waiting too long, AND because more and more women have been sterilized with vaccines etc.
