The White House is blaming it on a specific staffer and plan to fire them over this.

If President Trump did it to troll people, why deny responsibility and then throw a junior employee under the bus over it?

The White House initially defended it, saying it was manufactured outrage, and then apparently bowed to the pressure on them and then blamed a staffer over it, saying it was their fault.
