Unlike tv shows and movies, real-life crime-fighting, especially for something as massive and complex as the decades-long, global RICOs that've been plaguing this country/the world takes time. RICOs are usually undertaken by getting lower-level minions to rat-out higher-level rats to eventually reach the top. Also, some judges will need to be removed prior to prosecutions taking place to avoid dismissals or corrupt rulings and bad jury instructions.
