They might do rituals, but I'm not so quick to believe that they actually give them supernatural powers.
They do get powers unfortunately. "Metahumans" have been researched by most world governments for decades. Most people with abilities somehow know not to abuse them or lay low. It's not like Thor or Superman powers. Think more jedi mind tricks or day to day Harry Potter magic. Useful in life and an advantage in a fight but not world ending powers
Still the government has wanted to replicate them and exploit them for a long time. The cabal definitely wants them because they hope it helps their accelerationist goals.
