This does seem like a plausible reason to shut down an airport as some of the drones the cartels use are quite sophisticated and have offensive capabilities. The mayor is bitching that the NDA didn't coordinate with his office. Though if there was a genuine danger of an airliner going down, the NDA was smart to immediately ground the airport first and call the mayor second.
However, it doesn't explain why the initial announcement was "10 days". That seems odd to me. Why not say that El Paso airspace is shut down "until further notice"? Just seems odd and it's the once piece that makes me think this was something more complicated than a cartel drone incursion.
