The terrorist in this case had lied his age when he entered Finland, and as he was supposedly young enough to school, according to stories I have seen, he was put in a normal Finnish school, and had spend at least some months with teens who were even a year or two younger than his claimed 18 years.

As far as I know Finnish schools don't have any systems that might stop anybody entering the school, or classes, while having something like a knife with them. Just luck, perhaps, that he didn't decide to start knifing his classmates or some younger teens or children in the school he was going to but in the end attacked adults on the street, although concentrating on women, and it seem to have been mostly women he could attack from the back because they were already trying to run away, or hadn't noticed that there was something happening behind their backs (phones and headsets are not a good combination when it comes to situational awareness...)
