The employees are selected in part, based on an I-9 form that identifies certain criteria that identifies employees that will enable the EMPLOYER to directly receive $5-9K + in hiring benefit from the GOVERNMENT, our tax paying dollars !

These lower paid employees are within the range of "Minimun Wages" in ALL states and if they quit, or find another 'better job' , which is encouraged, because the companies offer higher eduction as a 'benefit'. They even get tax breaks for offering education programs, and of course, university education is quality brain washing.

Obviously, sir, maam, they get paid a block sum of cash to hire a replacement. At an average of a 25% sales margin, if they are getting paid $5K-10K cash per hire, they would have to sell $20K - 40K of product to make the same profit. That does not include the cost of labor or logistics.
Now , you have a story. This was afforded to the industry by Bill Clinton in the year he gave Wal Mart to China Imports with the Tarrif deal etc.
We, as the Gov. Continue to subsidize employers (not just Wal Mart, Target also ) through the noted acceptions on the I9 forms. By coincidence (not) those that qualify are disenfranchised. Perhaps single parent, veteran, minority, homeless, freshly out from jail without assets, certain immigration status situations, victims of situations etc. . . They are paid to hire this group of people. They are hired part time as are 90% of the staff. So they continue to qualify for Gov. benefits, more quickly than equal American with straight up poverty conditions. For example, they would not have to provide documentation to the same degree and would get express approval. This applies to every hire. So we are not paying for replacements, but we are. My point is TURNOVER is the BEST CASE SCENARIO and the MAXIMUM profit from investment of anything they do ! So essentially your summary is fair except you forgot to include FIRED also.

So we subsidized Walmart for hiring a cheap labor and we pay them for a replacement when the person quit? Is that what you are saying?
