Verified proof of utter incompetence should be enough.

Here's the proof. Ask a young person to read a analog clock, read cursive, do fractions, calculate change in their head, name three continents, etc.

My state of WA seemingly is one of the few that have not passed this type of legislation. If you cant read, you DO NOT move on to the next grade, in the greatest of these cases.
