I think the entire point is to invite in capable but, ultimately, guilty people into his cabinet, who will later be arrested based on sealed indictment.
That would be great optics, while serving justice at the same time. Remember optics are very important, unfortunately.
Just imagine what kind of powers he would then be eligible for to appoint anyone he wants to those vacant cabinet positions
