They led a sprawling fraud scheme that preyed on Florida's most vulnerable residents — including homeless and jobless individuals and newly displaced hurricane victims. In addition to their prison time, the pair were ordered to pay $180.6 million in restitution to their victims.
Question: How do you track down homeless, jobless and people that were displaced due to hurricanes... and get them restitution money a decade later? You may be able to track down 1/3rd of the victims... but the rest would have wandered off by now.
