I noticed the same thing. It does not say there were no exterminations that had taken place there - only that there was no evidence of any recent exterminations.

The last paragraph also states that they didn't want to publish the fact that this visit took place because of the implications that the Red Cross did not intervene on the behalf of the detainees when they had the means at their disposal to do so.

It sounds more like everyone scrambling to cover their own asteroids.
