All of it is owned and managed by the DC Water Company. An independent authority of the district government. The CEO is chosen by a board of political appointees from DC, VA and Maryland. Six from DC and five from VA and MD. He is a DEI hire and and thought replacing white management with DEI was a good idea.
Every time there is a multi jurisdictional problem in the DMV, they just throw shit at each other. In this case, it is all democrats screwing up. The Federal Government is not involved unless they ask Trump nicely to fix their shit.
Blue plains treatment plant is one of the craziest places I've had the chance to visit. There's shit everywhere! Think 40 foot deep 40 yard wide swimming pools with huge grinder pumps at the bottom. All the pools are well below Potomac river levels.
