He's the ONLY member of the "red shoe club" that appears to have gotten a deal.

During investigations temporary deals are made for less harsh treatment and longer time lines before ultimate punishment. Mostly predicated on the usefulness of the criminal in the overall show. delay ≠ escape from "retribution" / punishment.
