Post birth abortions.
In a world of Death, with a leadership who feed on the souls of the populace, why the hell not have post birth abortions? Just like how prebirth abortions have been pushed as far as they can go, pushing post birth abortions further and further makes all sorts of sense. At some point an "abortion" can be pushed to any age.
At that point, the Elite will just grab a person off the streets so they can suck out their soul, slinking away all vampiric, leaving a human size husk. That's what they always wanted anyways. Indeed, I think that's always been what's going on. This just makes it legal.
