It's possible both are going??? Just a thought. Also, I saw something about the President of Mexico having to declare something before we could go in, or they had to invite us, I cannot remember.

Here's a story about Mexico handing over a hundred cartel members before the op to get El Mencho. "Trump quietly got Mexico to hand over 100 cartel leaders - including El Mencho's brother - before Jalisco raid" reported by the NY Post.
