The memo explicitly includes both foreign political officials as the primary target and American officials as a fallback option.
Can an individual of [redacted nationality] descent (approx. 35 years old, well-educated, heavy drinker) be made to involuntarily perform an act of attempted assassination under ARTICHOKE influence?
Primary target — A prominent [redacted] politician (i.e., a high-ranking foreign political official).
Alternative/fallback target — Or, if necessary, an American official.
Drugging method — Exploit the subject's heavy drinking by surreptitiously administering drugs via an alcoholic cocktail during the social encounter.
