Well, to be fair, DoW should not be funding Universities, unless it is weapons research, or troop management/mass psychology/manipulation and I think most Universities, or more like: many students, would find something unethical about such research. So what are the funds for then?
Anyway, Psychology is one of the most popular subjects taken, so does not need military funding. I mean, weird.
Diplomatic Corps? Plenty of natural takers for International Relations majors too, or something adjacent such as languages or Social/Anthropology/Geography without DoW funds. One does not need to 'fund' such studies, they rely on self-loading Liberal Arts cargo.
