It appears to be from a Patriot system that could not distinguish friendlies. The situation is very fluid and Kuwait has been getting hammered. Sometimes an oversight happens - especially when there are several different actors. Something possibly to do with some codes that need to be updated every 24hrs. It will be dialed in no doubt. Max Afterburner has an excellent video breaking down what happened.
