Oliver North, a Marine Lieutenant Colonel on the National Security Council, was the key operative in the 1980s Iran-Contra scandal, masterminding the illegal diversion of funds from secret arms sales to Iran to fund Nicaraguan Contra rebels. These actions violated the Boland Amendment, which prohibited such funding.
