Among other things, I’d expect it needs to:

• protect property / sovereignty
• allow for righting of wrongs / trespasses
• include opt-in / opt-out mechanisms on many pieces of legislation
• require governmental cost overruns to be approved by the public or maybe even handled out of pocket by the people who caused them
• allow localities to have their own cultural norms, legally, while protecting the foreigner and sojourner
• reempower juries over court proceedings without also giving them the ability to overturn critical guardrails
• modify the structure of juries and trials, perhaps?
