The Congressional Congcritters are the ones pushing this. The above statement is for the congcritters to get the right person into the position and NOT BY MERIT BASED...the BEST ONES GET THE JOB NOT THE ONE THE CONGCRITTERS ARE PUSHING!!!!...
I do hope this is clarification for my 1st remark!!!! Merit Based Systems did not work in the US Military and were done away with...these congcritters ONLY know one way to do thangs!!!!! THAT IS ALL!!!!
