If they did have the money, why didn't they develop nuclear weapons with it?

In other words why is the obummer gift considered the key that opened the door?

In much the same way, I was wondering why China/Wuhan "needed" the NIH financing of a few tiny million dollars to finance their gain-of-function research; they didn't NEED that grant at all!
