Their rep in parliament is the Rembrancer who sits near the speaker of the house. He is not allowed to speak so can only pass notes to the speaker, he is there to stop any bill that would degrade the city's profits and to enhance any bill that would maximise the City's profits.

One thing you gotta give them - their titles are awesome.
My neighbour works at Parliament as security, both psysical and electronic, his official title is "Keeper of the Great Clock" namely Big Ben. As Parliament is a royal palace they can torture citizens in the dungeons, but need royal approval for this, guess who the one of the torturers would be?
The king himself, the princes, or the remembrancer?
Only the King can give the permission to torture a citizen but my neigbour will be one of the torturers.
