Yes it is, and this is why the Dems push the talking point that its already addressed in the current laws, but the deception will only be obvious once you break it down:
Lets say millions self attest that they are citizens when they are not. They have now committed perjury
NVRA prohibits asking for documents to verify this. So there is no way within NVRA to establish that these people have broken the law
Currently no effective way to stop this abuse. Yes, if you catch these people and prove that they lied, you can send them to prisons, but there is no easy mechanism for that to happen.

SAVE Act closes this loophole by making sure that we disallow people from committing perjury in the first place.
And this is the typical mode of operation where bills are formulated specifically in a way that allows them to push talking points that the issues are already addressed in existing laws, when the existing laws do the exact opposite.
These things are quite common sense really, but I never get tired of explaining basic common sense to people who are either too lazy to care about things, or too stupid to just believe whatever is told to them by their fav media, even with so much unfolding in front of us.
