They ARE edible though. I have eaten carp before, it is a bit like trout.
So, just open some fishing licences that are free ....
There is a commercial fishing company called Schafer that makes Asian Carp bologna.
Outside the United States carp is widely eaten. They are farm raised in several European countries.
Yeah, so here we have a farm, and it is a resource that can be eaten.
If the fish are eating all the food then maybe we should start eating them.

thx for the info. Why are they not a popular fish for eating? To many bones or something? I remember catching some Carp fish as a kid and was going to throw them back, but some kid asked to have them to take them home to eat so I gave them to him. I was like 12-13 years old fishing for trout.
Nope, hey have a backbone, and the process is to just scoop the delicate flesh off, until the bone is exposed, and then pry the backbone off, and eat the second half.
The Indonesian chef told us to do it that way, and not to turn the fish on the plate, because bad things would happen to the fisherman (himself, LOL, from a little pool in the center of the restaurant).
I think it would have made a mess to turn the fish on the plate, anyway.
Also: I think it is just because people don't know that it is delicious.
Then the food other fish feed on is depleted and the Asian carp is the only species remaining.
