What I notice is that the opinion making is based on either or consideration. Says who?

It is perfectly feasible that one could do both: And trade in USD and via a currency SWAP in YUAN/ RUBLE.

I would treat such memo's as overtures in a plethora of signals, indicating normalization and seeking partnership.
