He's implying Ice will be used as the gestapo to ensure a R midterm victory by taking so called legal residents, and if I know Chuckie, probably of the brown persuasion, and tossing them off the voter rolls.

He is nowhere near admitting that there will be illegals kicked off voter rolls.
