Sounds like a get rich quick scheme by the political hacks by benefitting of migrants circumstances, pain and suffering. Spain, I believe has some empty cities and an airport. I could be wrong here. It could be a way to fill these places witn bodies and profit. Either way, bullshit policy and it is going to backfire big time.
