They have zero restrictions on opening.
If an Irish person tried to open a hair salon, the bureaucrats would be up their ass looking for licences, permits and anything else they could gouge out of them.
I dunno, person with sharp objects working on the face and head area. Also, people working with chemicals that go on your head. Beauticians typically have to have at least some knowledge of chemistry, and human anatomy.
