IMO, the root of the issue is the fact that the workers don't care about the money and where it goes because it's not their money. Unlike the private sector, the government doesn't have to submit quarterly financial reports and show profit margins. As a result, staff just do the bare minimum to hold their job, keep their head down, try not to rock the boat, and make it to retirement.
Yeah, the way government workers get paid and account for their work needs to be audited. They need to be caring about that money like it's their money and like their job depends upon that money being used for what it was meant for.
