Two separate Islamist attacks in 2 weeks. In one case. One of the attackers was actively being monitored and had previously been arrested for supporting ISIS.

So that could have done it. They’ve also had consistent issues with people leaking classified information to the media and podcasters. So perhaps he was a leaker?
