Even if by a miracle it gets the 60 votes or they break the filibuster and it still passes with the the rhinos we have, well then you can look forward to the following predictable pattern from the playbook:

Obama or Biden judge says hold up, it's too close to the midterms to change the voting rules now. Your constituents and states won't have time to implement it for this election....blah blah blah
