Thune has chosen the most performative path to defeat the bill. He's pretending to push the bill to save his own wrinkled hide while refusing to eliminate the zombie filibuster, which will kill the bill in the end.

Total waste of time to placate the unaware while ensuring we all lose what we overwhelming want - clean elections.
