A lot of things have to do with timing of things. Trump has made it very clear that midterms will have voter ID regardless of whether the bill is passed or not. He has also indicated that he wants more things to be in the bill.
Here are angles to consider. One of the things thats being blocked by this Senate is the confirmations. There were reports that Trump admin is not even nominating a lot of people because they would be blocked anyways.
What if, the people around him still have DS holdovers and the people that would be nominated are not the people Trump wants - full MAGA, aligned with the Trump agenda?
Instead of having to say no to the people around him, and end up showing whom he really wants to nominate, what if he wants the nominations to halt until the midterms? Then put someone in Senate like Thune who is gonna block anyways.
Midterms are going to be crucial - not in the sense that "We gotta win this" - we will win this no doubt - but from the progress of the Plan. At every point there needed a certain threshold of awakening before entering the next phase.
Before entering the midterms, when both house and senate will have full MAGA control we need to experience certain events that will wake up people, and thats what is playing out now.
Perhaps what we will actually end up with instead of SAVE Act is something even more stronger, or perhaps the Election fraud 2020 will break open and make Save Act look like small potatoes.

Of course I know uniparty, they are compromised, etc. However, my question was meant like in the context of believing Trump is in control and has a plan, how does what we are seeing here possibly fit? Why would he want Johnson or Thune when we all know they won’t produce? How could that be beneficial? The fact that he doesn’t seem to be making that big of a stink over their inaction (beyond some tweets) makes me think he isn’t that concerned and probably expected this outcome. Your answer gives a plausible explanation.
