Not completely over.. having illegal aliens vote was just the quickest, easiest, and less risky way to cheat, that would be hard to discover after the fact. If voter ID is inevitable, they will pivot to machines giving them they counts they want, or the age old dead people voting, ballot harvesting, mass mail-in ballots etc..
I think Biden said it petty forthright. They have the most extensive voter fraud network ever implemented. They use every angle conceivable. Save Act and paper ballots would go a long way but not nearly far enough.
