I'm guessing it will be a non-traceable money laundry scheme. We as taxpayers foot the bill, the insurance company eventually pays, then they parcel it out to the NGO's for election fraud.

The term drain the swamp is used incorrectly in my opinion. The swamp has been drained and we can now see all the varmints. Next is to get rid of the evil contained in that drained swamp.
