Peace meditation and sending prayers and blessings to these enemies can have an effect. It might help some enemies to wake up and go over to the good guy side. This would be very useful in Iran, where it’s possible many working for the bad guys could be on the fence. It’s hard to understand how light and prayers can work in this way. Meanwhile, I agree with much of your philosophy. Strong and good people must wipe out the evil.
