Might increase home prices for first time home buyers but ensures no one is forced out of their home due to increasing property taxes and are in fixed income/retired.
Tax revenue shortfall would be made up through vehicle registrations, toll roads, and increase in other services. Spreading out the tax burden allows more breathing room for people to have cash flow.

I am thinking it will be a good idea if done correctly.
I think so as well and it is going to done in phased ramp up to help local communities find the funds outside of property taxes.
