It's his first comment after creating an account 4 years ago. As far as I know, just creating an account and letting it sit for 4 years doesn't get you anything other than a handshake. I believe you have to participate by posting or commenting to have the handshake removed.

Correct. There is a comment karma threshold. I'm not sure what number it is exactly but it's fairly low.
