I think the reason why Terminal E in Houston's airport is still reporting a 2 hour long wait time is because that terminal is the international terminal. This means that ICE is checking out those that are coming into the country to make sure they aren't illegal.
I’d hazard a guess. Aside from deterring any Non-Citizens away from the airports.
The presence of ICE is likely also making passengers more compliant. So the 6’2 Federal Agent in a plate carrier looming right behind the Agents at the checkpoints. Likely make the prospect of arguing with a TSA agent over a Shampoo bottle size or some other trivial issue. Dramatically less appealing. An inordinate amount of the wait even before the recent DHS snafu. Was in part spawned by delays and grumbling and arguing from people sorting through Bags and stuff to dump whatever the TSA at the gate decided was against regs.
Probably also serves as an effective deterrent against TSA agents being annoying assholes and holding people up arbitrarily. Which is another factor.
I’d imagine a significant portion of the TSA agents still regularly clocking in. Are also probably the more competent of the bunch. Which is probably also speeding up processing.
