Very possible. The saying that TSA stands for, "Thousands Standing Around" isn't unfounded. They seem to always operate in SLOW mode with many closed/unmanned lines even during peak busy times. One might logically assume there might be a directive to NOT work too fast or efficiently so that no one looks bad or loses their job if it were proved that the job could ve done by 40%-60% fewer people.
