I have no idea why "they" do anything, but wasn't he caught trying to look like he was in a huge, raging storm? And was actually standing in a ditch or something to look as if it was a flood? Nearly to the level of Michelle, The Canoeist, in a flood, while two guys walked into the shot behind her. They were in several inches of water, not feet.
