In terms of secrecy and senior enlisted personnel etc. They would likely use a senior enlisted personnel for a classified need. A low life would be to uncontrollable. Military people are easy enough to convince. The government doesn’t really care about our esteemed service members. Look around. Michael Flynn is an excellent example.
