Why does Congress have anything to do with spending anyway? Why shouldn't Trump do it as he sees fit? This is all unconstitutional

ALL spending bills are supposed to originate in the House, although in practice the Senate can start a bill and pass to the House, who will mark it up, add pork, pass it, then send it to the Senate for them to pass. It has to be a House bill if spending is involved.
Why should one person have all power? You really wan't to have that kind of a system?
