Honestly, the entire idea of a non-profit "business" is flawed and needs to be purged.

Remove the entire classification and create something completely community based. Instead of employees, current businesses should be allowed to allocate hours for employees to spend on this new entity, including management. Business tax write-offs should be minimum wage for the local area. Head it with a business owner in the community and mandate a CPA. None of this should be a full time job.
