So basically. TSA becomes mostly administrative/Inspector. Makes sure the Private Outfits are keeping things up to snuff. Maybe keep a handful of actual agents there. For the instances or exceptions where actual Federal Employees might be needed.

But aside from that. The bulk of their operations are outsourced to Private Security Companies and Rent-a-cops.
