This is a nice parental filter to put on, in terms of finding a prospective other half - one in a pool of similarly funded students. In any case, so they meet, and make a baby, and it becomes a US citizen. So, let's consider what happens when you stop that:
The problem is that Western Universities rely on that income, big time. And, there are plenty of private individuals keen to pay it. Supply and demand. Not to mention the lucrative Executive Programs. The international students create lecturer and admin employment, and makes for businesses around that university, catering for the students. Plus, there will be some of that 'foreign' talent that will be retained by USA, once they intern, find a good job, and then they become legal immigrants. Is that still 'infiltration'? Or are we talking about something else, now?
This has been the balance of benefits since foreign students have been allowed to attend universities. I myself being one of them. And guess what? That academic tradition stretches back millennia. People would travel far from home, to Istanbul or even Persia, to receive their education...
So stopping foreign attendance is going to stop the influx of CCP. Sure, but it will also collapse many universities.

Even my own family members from mine and earlier generations have been taught and convinced that they are smarter than everyone who never had the opportunities they did and truly believe they are "entitled!"
"Birthright" was original meant for children of former slaves, not for birth tourism. All the children of slaves are old or dead, so the law is no longer necessary.
