You can't sell an idea that is world-changing... to the entire world, and then turn on a dime and do the opposite. His agenda is the zenith. I don't think he has yet exposed exactly what that is. We aren't at that part of the movie. But if it is as sick as I suspect. Some preperations have to be made. We are in the middle of those episodes.
